Adaptation of Reference processes to Romanian requirements
1. Analysis and evaluation of reference processes
2. Identification of specific needs and restrictions for the implementation of TRANSBAU policy in Romania
3. Adoption of the revised reference processes for Romanian SMEs

The TRESOR project is concentrating on the e-Tendering processes and focuses on the preparation of the enterprises for the electronic workflow procedures. The processes of the e-Tendering can be consolidated as follows:

1. Production and Publishing of the Tender documents by public authority in a compatible electronic format
2. Enterprises search in the internet database using a specific search profile
3. Enterprises can regard online and if necessary download the documents
4. Compatible file formats enable the data transfer into calculating software. So tenders can be provided fast and efficiently.
5. With the help of the electronic signature, the enterprises can deliver the tenders online.
This Work package will be carried out in close co-operation of the German and Romanian partners. The estimated manpower for the workpackages amonts to 2 months.

WORK PACKAGE 2

Exchange of best practise
1. Documentation of reference processes for Romania
2. Conception of the Train-the-Trainer programme
3. Organisation of the Train-the-Trainer in Romania sessions in Romania
4. Documentation of outcomes and results of the Train-the-Trainer programme
5. Two press conferences in Romania

Milestones:
• Two Train-the-Trainer events in Romania (Baia Mare + Timişoara)
• Two press conferences (Baia Mare + Timisoara)

Deliverables:
• Documentation of outcomes and results
• Broad public awareness through press conferences

WORK PACKAGE 3

Guidelines and internet platform
1. Preparation of practical instructions of Romanian SMEs
2. Translation and publishing of guidelines (GHID DE UTILIZARE A PLATFORMELOR ELECTRONICE PENTRU ACHIZIŢIILE PUBLICE) - only romanian version
3. Installation of internet information platform for e-Tendering in Romania

This Work package will be carried out in close co-operation of the German and Romanian partners. The estimated duration for the workpackages amonts to 2 months.

Milestones:
• Publishing of guidelines and instructions in Romanian
• Internet information platform launched

Deliverables:
• Printed guidelines
• Electronic information via internet platform

WORK PACKAGE 4

Workshops and Training for SMEs
1. Eight Trainings for Romanian SMEs (Baia Mare, Satu Mare , Timişoara, Reşiţa, Deva, Arad, Cluj, Oradea )
2. Distribution of working papers to multipliers in Romania
3. Presentation of best practise exchange in eBSN

This Work package will be carried out in close co-operation of the German and Romanian partners. The estimated manpower for the workpackages amonts to 2 months.

Milestones:
• Eight workshops for SMEs
• Distribution of working paper

Deliverables:
• List of Participants
• Evaluation-sheets of the events

Performance Indicator:
• Participation of 200 Romanian SMEs in workshop
• At least 5 additional multipliers, gained in final event
